As for the speech of Al-Thawri
أَمَّا حَدِيثُ الثَّوْرِيِّ

al-Ḥasan b. ʿAlī b. Shabīb al-Maʿmarī > Muḥammad b. Bakkār al-Qaysī > Abū ʿĀṣim > Sufyān > Simāk > ʿIkrimah > Ibn ʿAbbās > Jāʾ a man Aʿrābī Laylah Hilāl Ramaḍān
A Bedouin man came to the Messenger of Allah on the night of the sighting of the crescent moon of Ramadan, and he said, "O Messenger of Allah, I have seen the moon." The Messenger of Allah asked him, "Do you testify that there is no deity worthy of worship except Allah and that Muhammad is the Messenger of Allah?" The man replied, "Yes." The Messenger of Allah then said, "Proclaim to the people to begin fasting." This narration was reported by Al-Fadl ibn Musa from Sufyan Ath-Thawri.
فَحَدَّثَنَاهُ عَبْدُ الْبَاقِي بْنُ قَانِعٍ الْحَافِظُ ثنا الْحَسَنُ بْنُ عَلِيِّ بْنِ شَبِيبٍ الْمَعْمَرِيُّ ثنا مُحَمَّدُ بْنُ بَكَّارٍ الْقَيْسِيُّ ثنا أَبُو عَاصِمٍ عَنْ سُفْيَانَ عَنْ سِمَاكٍ عَنْ عِكْرِمَةَ عَنِ ابْنِ عَبَّاسٍ قَالَ
جَاءَ رَجُلٌ أَعْرَابِيٌّ لَيْلَةَ هِلَالِ رَمَضَانَ فَقَالَ يَا رَسُولَ اللَّهِ إِنِّي قَدْ رَأَيْتُ الْهِلَالَ فَقَالَ «أَتَشْهَدُ أَنْ لَا إِلَهَ إِلَّا اللَّهُ وَتَشْهَدُ أَنَّ مُحَمَّدًا رَسُولُ اللَّهِ؟» قَالَ نَعَمْ قَالَ «فَنَادِ فِي النَّاسِ أَنْ يَصُومُوا» وَهَكَذَا رَوَاهُ الْفَضْلُ بْنُ مُوسَى عَنْ سُفْيَانَ الثَّوْرِيِّ

"O Messenger of Allah, I have seen the crescent moon." He said, "Do you bear witness that there is no god but Allah and that I am the Messenger of Allah?" I said, "Yes." He said, "Then announce that the people should fast."
أَخْبَرْنَاهُ الْحَسَنُ بْنُ حَلِيمٍ أَنْبَأَ أَبُو الْمُوَجِّهِ أَنْبَأَ عَبْدَانُ أَنْبَأَ الْفَضْلُ بْنُ مُوسَى ثنا سُفْيَانُ الثَّوْرِيُّ عَنْ سِمَاكٍ عَنْ عِكْرِمَةَ عَنِ ابْنِ عَبَّاسٍ قَالَ جَاءَ أَعْرَابِيٌّ لَيْلَةَ هِلَالِ رَمَضَانَ فَقَالَ
يَا رَسُولَ اللَّهِ قَدْ رَأَيْتُ الْهِلَالَ فَقَالَ «أَتَشْهَدُ أَنْ لَا إِلَهَ إِلَّا اللَّهُ وَأَنِّي رَسُولُ اللَّهِ؟» قَالَ نَعَمْ قَالَ «فَنَادَى أَنْ يَصُومُوا»
