What was narrated concerning the concession allowing Prayer in Makkah at any time
باب مَا جَاءَ فِي الرُّخْصَةِ فِي الصَّلاَةِ بِمَكَّةَ فِي كُلِّ وَقْتٍ

Sunan Ibn Majah 1254
It was narrated that Jubair bin Mut’im said:
“The Messenger of Allah ﷺ said: ‘O Banu ‘Abd Manaf! Do not prevent anyone from circumambulating this House or praying at any time he wants of the day or night.”
حَدَّثَنَا يَحْيَى بْنُ حَكِيمٍ، حَدَّثَنَا سُفْيَانُ بْنُ عُيَيْنَةَ، عَنْ أَبِي الزُّبَيْرِ، عَنْ عَبْدِ اللَّهِ بْنِ بَابَيْهِ، عَنْ جُبَيْرِ بْنِ مُطْعِمٍ، قَالَ قَالَ رَسُولُ اللَّهِ ﷺ " يَا بَنِي عَبْدِ مَنَافٍ لاَ تَمْنَعُوا أَحَدًا طَافَ بِهَذَا الْبَيْتِ وَصَلَّى أَيَّةَ سَاعَةٍ شَاءَ مِنَ اللَّيْلِ وَالنَّهَارِ " .
